This report provides an overview of the implementation of the Local and Regional Virtual Collaborative Learning (VCL) modules across seven Western Balkan Higher Education Institutions, as well as the planned International VCL Module.

During the Local VCL phase, carried out in the Spring Semester 2023–2024, all seven Western Balkan HEIs—EPOKA, UET, UBT, KB, UoM, UES, and IBU—implemented pilot VCL modules within their institutions. The Regional VCL phase, conducted in the Fall Semester 2024–2025, involved the formation of three tandems: Tandem 1 comprising UET and KB, Tandem 2 including EPOKA, UES, and UBT, and Tandem 3 involving UoM and IBU.

The International VCL phase, scheduled for the Spring Semester 2024–2025, will involve all ten project partners (TUD, ISSBS, UniSalento, EPOKA, UET, UBT, KB, UoM, UES, and IBU). This phase will focus on the development of a shared case study centered on business ideas related to the “Trans Dinarica” tour path, highlighting sustainable tourism and regional cooperation.

The VCL modules represent a core initiative of the COWEB project, bringing together students from participating institutions through a learner-centered, problem-based learning approach. They are designed to strengthen cross-border collaboration, enhance 21st-century skills through innovative pedagogies, and promote digital learning across the Western Balkans and beyond. By addressing diverse topics through student-driven business innovation, the modules foster digital literacy, teamwork, and problem-solving skills among both students and staff. Overall, the VCL experience demonstrates the strong potential of virtual learning environments to enhance international cooperation and highlights the transformative role of virtual collaborative learning in preparing students for the digital era.
